In Libération, Julia Kristeva writes a column on France and Europe. She explains that in an area like Europe where spoken languages outnumber the countries, France delays joining the move of multilingualism which is the core of cultural diversity.
She thinks 'Francophonie' must be reinvented so as to become a significant factor of social cohesion within France and a vehicle of interculturalism in the world. Julia Kristeva insists on the need for developing cultural exchanges with the BRIC (Brazil, Russia, India, China) as a priority. Moreover, foreign cultural policy is more than ever confronted with a recurrent dilemma: Will it be a defensive job trying to manage the relentless decline of an old country, or quite the opposite, will it become a ferment for political innovation?
There is a blatant urgency to clarify France's cultural message and to adapt it to the different regions of the world.
In particular, proposition is being made for the creation of a Council for foreign action, development and culture in the sphere of the President of the Republic as there is one for national defence and strategy. If interministerial action is favoured, it will become possible to set up an Agency for international cultural action.
She defines major priorities in French cultural policy and proposes different projects that would contribute to the awareness of a European cultural unity.
France could take the initiative in creating a permanent European Forum in Paris which would feature the theme "Which European culture for today"? and would let participate in writers, intellectuals and artists embodying the European linguistic, cultural and religious kaleidoscope.
French people should be mobilized to bring their cultural experience as a rethought and reformed one to the world and as an invitation to found a multipolar governance on respect and sharing of cultural diversities across the world.
Culture is a special space where thought and the meaning of life and action are renewed.
